Texas Water Development Board approves $1,351,420 to the City of Petrolia (Clay County) for water system improvements

AUSTIN – (October 1, 2026) – The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $1,351,420 to the City of Petrolia (Clay County), consisting of $1,351,420 in principal forgiveness from the Drinking Water State Revolving Fund (DWSRF). The City will use the assistance for planning, design, and construction of a water system improvements project.

With the assistance approved today, the City will drill two new groundwater wells with a combined production capacity of approximately 80 gallons per minute and install 300 feet of 8-inch water line, a 10,000-gallon hydropneumatic pressure tank system, and a tank mixing and cathodic corrosion protection system, while also constructing 8 shelters for existing wells. The City also proposes replacing four ground storage tanks and one elevated storage tank—the existing tanks will be demolished. The City also plans to develop an asset management plan.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional water and flood planning, and preparing the state water and flood plans. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood mitigation, and agricultural water conservation projects.
